Is God willing to prevent evil, but not able?

God set up a beautifully complex universe for all that is living to embrace it. Think of it as, he set up all the building blocks; it's for us to figure out how to work with those blocks (physical laws, theories, mathematical concepts, observations, etc...) set in place. God created the universe. Now he's just watching his creation unfold in a chaotic manner. We call him God because he is beyond our realm, and he represents all that is good (dissimilarly to the Bible). If we embrace all that is good, then we can be closer to God. People must not close their minds to the possibility of a God, or even just spiritual entities beyond our understanding. People must also not close their minds to scientific evidence which progresses society beyond a sole belief in faith.
