In Harry Potter, why is the wizarding world old fashioned?

As a writer: makes it easier for the audience to separate the 2 worlds, and is what we expect of European fantasy. In story, probably tradition, as most of the wizards were born centuries ago, and perhaps because comPlicated modern technology is more difficult to cast a spell on/around. Would you rather try to change the laws of physics on a Kindle, or a feather?
